Errrrrrm?

I've just received my new red V5c and it takes great pains to inform you that it isn't proof of ownership. I knew this but never really took any notice but as a matter of interest how the feck do you find who owns a vehicle?

The person who owns the vehicle is the owner. The V5 merely states that to remove itself from being used as proof of ownership by anyone. Someone with a vehicle on finance, for example. They're the registered keeper, but the finance company is the owner, until all payments have been made.

Matt is correct, the last thing government wanted is to be involved in title disputes.  This is why HPI came into being in 1938 to help protect finance houses from fraudulent folk seeking multiple finance fraud.

I'm sure if government could see the opportunity to charge for producing DVLA documents they would do so, the ideal solution would be to have  registered interests on the V5c such as a finance house but as HPI and Experian make over £120m a year from vehicle data they won't be surrendering this to government easily.
